Is this true that so called [protectionist]? We believe it is not only protectionist can be the explanation. It is more like [cultural gap], we will say. The regulations for food sector in EU and USA is also very hard to understand or realize to Asian industry. For example, the regulatory requirement on animal tests for cosmetics into EU is quite ridiculous to the cosmetic industry in Asia. CFDA/SAMR had just published her newest [Provisions for Health Food Registration] on 1st July, 2016. This suits for both cosmetic and imported products. The new Provision though require higher standards for application from the private sector, it also regulate the official’s responding time. In addition to Health Food sector, CFDA/SAMR also published her newest [Provisions for Special Medical Food Registration] and [Provisions for Baby Formula Registration].

[Provisions for Health Food Registration] in Mainland China, mainly regulates health (functional) foods sold in China. It contains two categories, one is applicable to registration system (new to China) and one is applicable to recording system (not new to China). CFDA/SAMR requires all safety test reports and functional test reports to be done in Mainland China and only accept those done in Mainland China.
