CBD is Banned for cosmetics In Mainland China

Cannabidiol (CBD) is popular all over the world recently. It is, however, banned in Mainland China. [Inventory of Existing Cosmetics Ingredients (IECIC 2021)] was published by the NMPA on April 30, 2021. This comes into force on May 1, 2021. The last revision is published in 2015. The inventory is part of Cosmetics Supervision and Administration Regulations (CSAR). Later, revised [Cosmetic Safety Technical Standards] was also released on May 26, 2021. Both [List of Prohibited Use Cosmetic Ingredients] and [List of Prohibited Plant (Animal) Raw Materials for Cosmetics] were revised and released. Among them, four kinds of cannabis-related raw materials including cannabidiol (CBD) are officially banned. There is a total of 1284 banned raw materials in the revised “List of Prohibited Use Cosmetic Ingredients” and 109 raw materials have been banned in the revised “List of Prohibited Plant (Animal) Raw Materials for Cosmetics”.

NMPA also listed the highest historical usage of rinse-off products (%) and the highest historical usage of leave-on products (%). These also regulate the usage of your product and will be covered in the safety assessment of the cosmetics products.
