Overview :European legislation requires each cosmetic product to have a Responsible Person based inside the EU. The role of the Responsible Person is to ensure full compliance with all European legislation over time. For each cosmetic product placed on the market, the responsible person shall ensure compliance with the relevant obligations set out in this Regulation (EU Regulation 1223/2009) and notify all products in the system (CPNP- Cosmetic Products Notification Portal).

Business Challenges :if your cosmetics to be exported to EU (including UK), you will need a RP (responsible person), Safety assessment of each product signed by a qualified person in EU, PIF dossier, notify PIF via CPNP; if your cosmetics need certain safety tests or certain functional tests (like Moisturizing, Anti-wrinkle, anti-allergy….and so on) to put into the PIF.
